The estimated $4.3 billion cost of a national drug plan for Canada is one reason that Health Minister Allen Rock has been slow to implement a plan. The national government is not in a fiscal position to finance pharmacare and home care programs, and the provinces have little interest.

The most popular computer games are on CD-ROM, and the Canadian software industry is having a difficult time keeping up with competitors. Games have become more sophisticated, with many costing $1 million and up to two years to produce.
