Dustup over dollars: federal transfer payments are now a hot election issue

Article Abstract:

The Canada Health and Social Transfer (CHST) has become a key issue in the 1997 federal election campaign. The Progressive Conservative Party and the Reform Party have both pledged to increase payments for health and education. The New Democratic Party vowed to increase funds to CHST by billions.

An election call will most certainly be made in Apr for a Jun 1997 election. Activities that will take place before an election are discussed including Elections Canada's last door-to-door enumeration and the registration of the remainder of the competing parties.
