EPA undeterred on dirty-runoff rules

Article Abstract:

The EPA said it would push through with a new regulation aimed at controlling runoff to make 20,000 rivers, lakes and estuaries safe for swimming and fishing. The regulation require states to determine how much runoff must be eliminated from polluted bodies of water and determine who should be responsible for reducing water pollution. The EPA's announcement was met with scorn by business groups, saying the rule was unnecessary and would only lead to higher costs. The EPA will not implement the rule until Oct 2001.
