New England phone service disrupted; A.T.&T. is at fault

AT&T's telephone services in the New England area were disrupted for four hours on Tuesday night, Nov 5, 1991, consequent to a mistake made by technicians performing routine maintenance. This is the fourth time that an AT&T network has crashed in the last two years, and it was only six weeks ago that there was a major problem in the New York City area. AT&T's continuing difficulties raise questions about the company's ability to maintain reliability. AT&T officials are defensive, saying that the company has invested $18 billion in equipment since 1984. Problems, they say, will happen.

Government scolds A.T.&T. on disruptions

Article Abstract:

The Federal Communications Commission (FCC) releases a report of findings concerning the phone-system disruption in the New York City area in Sep 1991. The report is critical of AT&T. This is the third such problem in less than two years, and the FCC says that more problems could occur if AT&T's systems are not upgraded. The FCC wants AT&T to prepare a 'comprehensive assessment' of its systems' reliability and vulnerability. The FCC could have levied fines against AT&T but chose not to do so, saying that there is no evidence of willful misconduct.
