INS tries to cope

Article Abstract:

Illegal immigration is surging and the INS is rendered ineffective by the mandate to both protect the borders and flush out illegal aliens already within the country. Demoralized, understaffed and sorely lacking resources, the INS cannot execute both tasks effectively. The immigration system seems unable to halt the massive flow of illegal immigrants and laws that protect migrants' rights make the INS' job more difficult. Improving the service and the laws that dictate the procedures require political initiatives which do not seem to be forthcoming.

Pressure from Mexico

Article Abstract:

The failure of the Immigration Reform and Control Act of 1986 (IRCA) to check the wave of illegal migrants can be attributed to several factors. The existence of a large-scale trade in counterfeit documents, ineffective INS implementation of IRCA and an increase in labor contractors have decimated the powers of the act. Moreover, the austere economic conditions have not significantly changed in Mexico and the seeming availability of jobs in America attracts more migrants to cross the borders despite the extensive risks they take.

Mexican migrants

Article Abstract:

Mexican Americans are most often viewed as immigrants from south of the border. This is an unfair assumption considering that quite a number of them have been residing in North America ever since colonial times. Many Mexicans were granted the opportunity to become US citizens after Mexico ceded to the US the territory they were presently residing in. Unfortunately, their citizenship did not prevent racially motivated crimes from being committed against them.
