Israel is taking steps to strengthen the US-inspired peace plan by surrendering control of Jericho and Qalqilya in the West Bank.? It has agreed, also, to begin discussions about handing over similar control of Tulkarm and Ramallah. The latter is viewed as the Palestinian administrative capital since it is the home of Palestine National Authority leader Yasir Arafat. Israel seeks Palestinian reassurances in return that terrorist attacks against Israelis will cease.
