Major is struggling to revive his campaign, despite being down 28 points in the polls. Labor Party leader Tony Blair has usurped many of the Conservative Party's positions, leaving Major to battle Blair over such issues as Scotland. Two debates are scheduled before the election.

'Put up or shut up.' (British politics)

Article Abstract:

In a bold move prime minister John Major resigned as head of the British Conservative Party, so that opponents within the party could put up their own candidate. Major has been plagued by low approval ratings and by sharp divisions within his own party.
