Manning's battle plan: the Reform leader's army is ready to roll

Preston Manning, Canada's Reform Party leader, discusses his party's plans and the public's opinion of the party. Manning is critical of the Conservative Party's spending policies and is optimistic about the public's support of the Reform Party. Manning is anticipating a block of seats in the next Parliament.

Disagreement exists over the role Ottawa, the capital of Canada, will have on provincial cultural policies once a new constitution is finally adopted. Further provisions may create a shift in financial burdens for other services in the provinces.
