Obstacles to change

Article Abstract:

Community policing supporters have realistically assessed the future of community policing in the US. It will take a considerable period of time beforecommunity policing becomes fully accepted. For one thing, the police force has already experienced one major transition with its recent history. It will take some time before it will be primed for another change. People also have yet to realize the vital role they play in law enforcement. Moreover, the confusion inthe upper ranks of police forces only serves to impede the cause of community policing.

Houston's experience

Article Abstract:

Community policing in Houston, TX, was first implemented by Police Chief Lee Brown who was succeeded by Elizabeth Watson. Unfortunately, violent crime rate was escalating at the time Watson took office and it became a major issue in the mayoral election. Community policing was found inadequate and newly electedpolice officials practically eradicated the program. Community policing was criticized for being inflexible and depreciative of the significance of traditional police objectives.
