Article Abstract:

The sheriff principal heard an appeal in Jul 1999 against a Scottish sheriff's ruling that a court had no power to look at an architect's certificate. The sheriff principal has now upheld the decision of the sheriff to proceed to a hearing on evidence. The defenders, who argue that, as the court has no power to review the final certificate, the action should be dismissed, have indicated that they want to appeal against the sheriff principal's decision further. If they receive leave to appeal, their case should be heard in Edinburgh, Scotland, in 2000.

Remember the Mobro

Article Abstract:

The 'Mobro,' a barge carrying Islip, NY's garbage to an out-of-state destination in 1987, was not allowed to unload its cargo by six states and three countries. The barge finally returned to New York after 57 days and the trash was eventually disposed of at home. This disturbing incident soon prompted the Environmental Protection Agency to establish a 'waste management hierarchy' to reduce the use of the landfills. The plan involved four steps: waste reduction, recycling, waste-to-energy incineration and landfilling.
