Science in America: should the U.S. admit more foreign scientists and high-tech employees?

Article Abstract:

The authors debate on the issue of admission of more foreign scientist and high-tech employees in the U.S. for the contribution to the nation's economic growth. The view is challenged by the argument that the H-1B visa program is often used to hire the cheapest, and not necessarily the best, overseas workers.
