Should social security be means-tested?

Article Abstract:

There are arguments for and against the need for social security to be means-tested. The financial reality of the situation, which stipulates that the system will be out of funds by 2036, supports the need for means-testing and for reserving the money for poor elderly instead of giving it to affluent retirees. However, with the US being a rich industrialized nation, it should be able to support a universal pension system. Social security is an essential income protection for all retirees and should not be based on means-testing.

Should U.S. aid to Africa be reduced?

Article Abstract:

Debate over US aid to Africa has intensified as the Republican-controlled Congress seeks to slash all foreign assistance while democracy is emerging in the sub-Saharan region of the continent. Critics of aid say that the US has nothing to show for the money it has already spent in Africa, and that countries should begin development as a precondition for receiving assistance. Defenders of US aid say that America should establish an economic foothold in the fast-developing continent of potential consumers.

Hunger in West Africa

Article Abstract:

A food shortage was caused in West Africa due to the drought and a locust plague that struck the area in Niger in 2004, which wiped out much of the harvest. The international agencies as it was found are pouring food aid into Niger, while the UN alone hopes to help about 2.5 million people.
