More trade bilateralism

Article Abstract:

The US focus on bilateral trade agreements over using the World Trade Organization and the market pressures of the international trading system is inefficient. The failure to secure import quotas on automobiles with Japan should have taught the US that its approach was misguided. However, the same approach is being brought to talks about financial services where the US wants to limit trade to countries whose services imports are restricted. It would be better to let market conditions and consumer desire push those countries into liberalized import systems.
