'Tommy the Cork'

Thomas 'Tommy the Cork' Corcoran, a member of Franklin D. Roosevelt's first team of political operators, helped create lobbying according to his biographer, David McKean. Corcoran flourished as a lobbyist, capitalizing on his personal contacts with politicians, his intricate knowledge of how government worked and his legal training.

'Swarming' lobbyists

Article Abstract:

Lobbying is older than Congress and the term dates to mid-17th-century England and remained a strictly man-to-man operation. The personal, man-to-man nature of lobbying meant that companies or industries with big interests to protect hired many mouthpieces and lobbying was associated with political corruption.
