The goal of the American military planners is to use the newly formed Iraqi military to build national unity, and they hope that the responsibility for election security would give the Iraqi forces a boost in prestige. However, the countryEs rebellious Sunni minority feels that IraqEs security services are dominated by non-Sunnis, a view that could trigger sectarian conflict rather than building national cohesion.
