U.S. challenges B.C. over lumber pact

Article Abstract:

US government, in a letter to the Canadian government, serves notice that British Columbia, Canada, violated the 1996 Canada-US softwood lumber agreement by lowering its cutting fees to an average of 16% on June 1, 1998. Under the agreement, which limits Canadian lumber exports to the US, Canadian and US government must settle the issue within 35 days or the issue be forwarded to an independent panel for a ruling. The issue is expected to affect Canadian lumber exports, as Canadian lumber companies will have to undergo a new round of countervailing duties in the US market.

The US government wants to dismantle barriers to trade of softwood lumber with Canada when the softwood lumber trade pact expires in Apr 2001, said US trade ambassador Peter Scher in a letter to Canadian Trade Minister Pierre Pettigrew. Scher, however, said Canada should first agree to end its illegal subsidies. Canada exports C$9 billion worth of softwood lumber to the US every year.
