Can gridlock be cured by expanding airports?

Article Abstract:

As much as $80 billion may have to be spent in expanding the facilities of major airports in the next twenty years. Airports throughout the US are becomingly increasingly congested but they have been surrounded by development and have little space to expand. Some critics suggest that money to be used in expansion could be better spent in refurbishing underused airports, military airports that are no longer being used and new airports in outlying areas where land is cheaper and the people are more accommodating towards airport facilities.
