Who speaks for Canada?

The Canadian Constitution was drawn up in 1867, and is now being threatened with changes and reforms from various special interest groups. Most Canadians hope the reforms will mean a minimum of change in their lives, but they are likely to be disappointed. Proposed changes are discussed.
