Chretien's first term was marked by tight fiscal policies and a move to the right. After his recent narrow victory on Jun 2, 1997, he realizes that his Liberal government must resume spending on social service and other safety net programs or risk losing the traditional Liberal party constituency.

Canada's federal government hopes to cut nearly $5 billion from provincial health care budgets by FY 1998, but Health Minister Diane Marleau claims that service cutbacks need not be severe. The Canadian Medical Assn and others argue that the cuts are certain to reduce the level of care.
