Early action on deregulation legislation?

Article Abstract:

Electric industry restructuring legislation must be presented in Mar-Apr 2000 to ensure that a bill passes in Congress by the end of the year. Rep Tom Bliley wants legislation to pass during his tenure as House Commerce Committee chairman because of the deregulation legislation he managed in the financial services and telecommunications sector.

NERC sees minimal Y2K impact

Article Abstract:

The North American Electric Reliability Council (NERC) has reported that its findings indicate that the year 2000 computer transition (Y2K) will have only a minimal impact on the operations of companies in the electric power supply and delivery sector. According to NERC, most companies in the sector shall have no difficulty meeting the Jun 30, 1999 deadline for Y2K readiness set by the Dept of Energy (DoE). The findings of NERC are contained in a report which states that 98% of the industry has been cooperating fully with the DoE's readiness assessment program.

Transmission mission

Article Abstract:

The Federal Energy Regulatory Commission's (FERC) issuance of its regional transmission organizations (RTO) proposal emphasizes regulatory flexibility in meeting regional power needs while advocating voluntary cooperation. The FERC proposal has four minimum characteristics that should be met by RTOs. These are authority to maintain reliability, independence from market participants, operational authority over transmission facilities and appropriate regional scope and configuration. In addition, RTOs are required to perform seven essential functions.
