Article Abstract:

The liberalisation of the electricity market in the United States may enable the Hydro-Qu bec state-owned company to sharply increase its electricity exports. Hydro-Qu bec has a major asset in its enormous hydroelectric resources which represent 31,413 megawatts of installed power in 1996, of which 93% is from hydroelectric power stations, enabling it to offer one of the lowest prices in the world. Hydro-Qu bec is targeting the wholesale market in the north-east of the United States, where a lack of resources makes electricity very expensive. The retail market is to be liberalised later. However, the rates charged for the electricity transmission network may limit the Quebec's electricity export potential to the United States.

Article Abstract:

Electrabel represents 94%, a near-monopoly, of electricity production in Belgium. This private company also provides all of the electricity transmission and imports through the CPTE, in which it controls 95. The CPTE also provides 86% of the electricity distribution. Electrabel also provides 89% of the gas distribution through intercommunal distribution companies. Suez-Lyonnaise des Eaux has become a big operator in the Belgian energy sector, following its merger with Electrabel.
