The effects of energy taxes on productivity and employment: the case of the Netherlands

Article Abstract:

A dynamic investment model based on a putty-clay vintage structure, requiring three inputs to produce output, was used to examine the hypothesis that higher pollution taxes and lower labor taxes will boost employment and improve the environment. Data from the Dutch private sector between 1953 and 1989 was used to calibrate the model. Results showed that shifting taxes from labor to energy negatively impacts economic activity, despite the presence of factor substitution.
