Article Abstract:

The British government's restructuring of its electric utilities should serve as an example to the US on how to shift from government ownership to investor ownership. In addition, the British initiative showed that privatization leads to lower rates and higher efficiency and can help governments reach several goals. These include lowering public debt, improving economic productivity, tapping foreign capital markets, and deregulation.

Efficient competition

Article Abstract:

Investor-owned electric utilities should work more closely with the Federal Energy Regulatory Commission to develop a new regulatory structure that will enable electric power suppliers to maintain their competitiveness in a deregulated environment. This structure should not only focus on transmission issues but should also take into account the impact of other parameters, such as federal subsidies, on competition.

Seeing where you want to go: the vision thing

Article Abstract:

The electric utility industry is preparing for dramatic changes in the way the industry will work after deregulation. The industry has learned from the experience of the telecommunications, airline and financial services industry, which were caught unprepared for the rapid pace of deregulation. Some elements of the strategic visioning for the electric utilities industry are discussed.
