An unlikely comeback in Peru
Article Abstract:
Alan Garcia whose earlier presidential term was calamitous emerged as an unexpected winner in Peru's close-fought presidential election. He emerged victorious because he promised what most Peruvians wanted, democracy and social justice and hence he may become the harbinger of a brighter future for Peru's democracy and it is hoped that under Garcia's government, Peru's deep socioeconomic divides may at least be bridged and democracy may move closer to consolidation.

Room for improvement
Article Abstract:
The Organization of American States was a factor in the end of Peru's authoritarian regime in 2000. However, it was not the most important factor and still needs to reform its bylaws to allow it to respond more decisively to election fraud.

The OAS's intervention in the Peruvian electoral crisis of 2000 was generally a success. However, it did not guarantee future political stability.
