Approaching humanitarian intervention strategically: the case of Somalia

Article Abstract:

This article discusses the failure of the U.S. intervention in Somalia in 1992, Operation Restore Hope, suggesting the American military planners should learn from these mistakes. The author focuses on the political motivations for war, the call for humanitarian military intervention, and the mistake of separating natural disasters or other crises from the political-military situtations surrounding them.

A new approach to sovereignty in Africa

Article Abstract:

This article discusses the U.S. policy toward Africa and its role in conflict resolution. The author evaluates the Clinton administrations policy toward Africa, which consisted mainly of public relations but lacked substance, and suggests the necessity for the Bush administration to develop a different approach to sovereignty in Sub-Saharan Africa.

The United States and Africa: beyond the Clinton administration

This article discusses U.S. policy toward Africa, which the author believes needs to be larger and more coherent. Issues include the post-Cold War Clinton policy with its ideas of integration into the global economy, economic reforms with a market-based orientation, and democratization, the framework these ideas provide for the Bush administration's future policies, and the need to align foreign policies with American values.
