Arms control and the 105th Congress

Article Abstract:

The Clinton Administration has to persuade the Congress to follow the administration's national security agenda for achieving a successful extensive arms control agenda. The administration's first test will be to win the Senate's approval of the Chemical Weapons Convention (CWC). However, the US response to CWC has to be prompt, otherwise it will be excluded from decision-making and implementation activities. The approval of the Comprehensive Test Ban Treaty will pose a greater challenge than the CWC. Treaties like NATO expansion remain to be ratified by the Senate.

Arms control in 1998: Congress maintains the status quo

Article Abstract:

The 105th Congress failed to take action on several arms control proposals. Debates over the deployment of a national missile defense system fortified the 1972 Anti-Ballistic Missile Treaty from amendment or termination, while the Comprehensive Test Ban Treaty remained untouched. However, proposals for the augmentation of American military capabilities received approval. In particular, the omnibus appropriations bill released funding for projects under the 1994 US-North Korean Agreed Framework and for ballistic missile defense programs.

Cold warriors target arms control

Article Abstract:

Arms control agreements such as START I and II, the Anti-Ballistic Missile Treaty, and the comprehensive test ban treaty would face danger of extinction if the Republican-dominated Congress passes laws against these arms control measures. The defence authorization bill passed by the Congress violates many clauses in the ABM treaty. This may destroy the START agreements between Russia and United States. Those who campaign for the arms control needs to garner public support against the Republican move.
