Bearing more of the burden: in search of a European foreign and security policy

Article Abstract:

Europe's failure to deal effectively with the crisis in former Yugoslavia indicates the important changes and new directions needed for European defense and the Common Foreign and Security Policy. Decision-making in the CFSP must be reformed to encourage the larger countries to work through it rather than independently. Central and East European states must be quickly brought into the political fold of Europe, if not the economic one. Finally, Europe must stregnthen its military defenses without weakening NATO.
