Cambodia: problems of a UN-brokered peace
Article Abstract:
The United Nations Transitional Authority in Cambodia is trying to establish a political environment which will allow meaningful elections to take place in Cambodia. Impediments include division and resentment between urban and rural people, intimidation by Khmer Rouge and unreliable fuel and water supplies which hamper foreign investment. Also, land mines and malaria infestations prevent the repatriation of refugees. The UN must introduce a plan to educate the electorate and prevent political coercion.

This article discusses the United Nations Transitional Administration in East Timor (UNTAET) handling of the 1999 conflict, including its unsuccessful plans to decentralize political authority. Peace operations in the 1990s have implied that a political solution must accompany an intervention by UN security forces; the mission in East Timor was the first time the UN had taken complete political control of a sovereign state's administration and legal authority.

Article Abstract:
Questions about the effectiveness of the secrecy surrounding the formal sessions of the UN Security Council have been raised by the Council's non-permanent members. Decisions about conditions in Rwanda were made with incomplete information and little regard to the people of Rwanda, according to an internal document. The sessions should be more public to ensure that decisions are made in a timely and orderly fashion.
