Article Abstract:

Implementation of the central budget and the local budgets at all levels is of most important significance for completing the 1997 plan for national economic and social development and for realizing the objectives set in the Ninth Five-Year Plan. Accordingly, a circular is issued in accordance with the relevant stipulations of the 'Budget Law of the People's Republic of China', in order to ensure that a good job is done of drawing up the 1997 central and local budgets.
