It is time to transform not reform, U.S. intelligence

Article Abstract:

The United States (U.S.) should concentrate on transforming intelligence rather than going backwards and reforming it, in order to address the future challenges. The transformation of intelligence will be accomplished by a three-way partnership between external catalysts that provide the ideas, legislative overseers who support the new ideas by funding and legislation and internal supporters who evaluate and implement the changes.

Intelligence transformation and intelligence liaison

Article Abstract:

Liaison relationships with foreign intelligence services have played an important role in the construction of a modern United States intelligence system. Liaison contacts and the quality of the contacts influence the developing intelligence structure and the direction as well as the pace of intelligence modernization, whereas the repressed liaisons could impede the useful growth.
