Don't stop START II

Article Abstract:

START II was close to being ratified by Russia, but is endangered due to US statements on the national missile defense, and the bombing of Iraq. More progress on nuclear arms control may become impossible if START II is not signed. The Russian Duma remembers the expansion of the North Atlantic Treaty Organization, and some members see Russia as better served if it can retain SS-18 missiles, which means not signing START II. The US should give priority to START II and avoid taking actions in foreign policy that might endanger START II.

Bush's compliance credibility gap

Article Abstract:

Pres George Bush's assertion that Russia has not compliedwith treaty provisions by instituting information links between its early warning network and the Moscow antiballistic missile defense reflects negatively on his credibility. Arms control experts state that such capabilities are not banned by arms reduction treaties. Some analysts view the charge as the administration's way of justifying its plans to abrogate the antiballistic missile treaty and to develop and implement a strategic defense system.

Implications of the Duma's approval of START II

Article Abstract:

At a meeting for the press of the Arms Control Association several arms experts discussed the effects of the agreement by the Russian lower parliament to the START II treaty, which will cut the number of nuclear warheads in both the US and Russia.
