Entrepreneurial bureaucrats and democratic accountability: the experience at the state level

Article Abstract:

Scholars of American bureaucracy have questioned the political accountability of entrepreneurial bureaucrats or innovators in government positions. These bureaucrats develop and implement innovations to solve administrative or policy problems. However, analysis of survey data reveals that government entrepreneurs at state level have operated in an accountable manner. This behavior can be attributed to the socialization process and the context in which they have worked.

Employee discipline and the post-bureaucratic public organization: a challenge in the change process

Article Abstract:

Post bureaucracy in public sector organizations entails adoption of management systems that gives importance to the capabilities of employees and work groups. It calls for a wider role among employees in terms of solving problems and promoting innovations in public service provision. For a public organization to successfully adopt post bureaucracy, implementation of discipline policies and approaches is needed to ensure full commitment among employees.

Managing the state's personnel systems

Article Abstract:

An analysis of research on state management decision making processes and personnel systems is presented. The study was conducted through a survey of selected state and local government officials. Issues affecting state management as perceived by the respondents queried were discussed. Results of the study is used as basis for determining the policy environment of government personnel managers.
