Estonia's success story

Article Abstract:

Estonia has made tremendous progress in economic, social and political terms since it declared independence from the former USSR in 1991. Together with Slovenia and Czechoslovakia, the country is recognized as having gone a long way from socialist authoritarianism to democracy and a market-based economy. Ethnic conflict has declined, trade with the West has increased, inflation has dropped while per-capita level of foreign investment is higher than other eastern European countries combined. Other factors behind Estonia's progress include the balanced state budget, minuscule unemployment and the high level of GDP growth.

A season for power-sharing

Article Abstract:

South Africa's present government under Pres. Nelson Mandela closely approximates Arend Lijphart's model of consociational democracy. Under this model, executive power is shared by all significant groups that retain a high degree of cultural or regional autonomy. Proportionality in the distribution of civil-service positions, public funds and legislative seats as well as a minority veto on sensitive political issues also characterizes this model. However, consociationalism would have to be discontinued if only to institutionalize the new regime.
