Forming a force for good

Article Abstract:

The UK Secretary of State for Defence, George Robertson, believes the post-Cold War world has become more complex and unpredictable. Because of Britain's need to take part in multinational military operations, its defence operations must undergo reform in force planning. The high-intensity, low-intensity task spectrum, which Britain previously employed, is obsolete in 1998. High-intensity operations in the post-Cold war should be employed in operations where friction is great and risk is high.

Issues discussed concern the lax economic regulations of offshore financial centers, and their role as money laundering sites and tax havens for international businesses. Topics addressed include the effect of international tax evasion on government revenue, and the increasing pressure for international scrutiny and regulation of financial activities taking place on these micro-states.
