How adaptable is the European Commission? The case of state aid regulation

Article Abstract:

The European Commission has the power to regulate state aid to industry among its member states. However, it has invited member states to legislate conditions under which this power may be applied. This occurred because the Commission found it difficult to handle the number of cases arising out of third parties charging unfair competition or filing cases in the European Court of Justice against the Commission because it had failed to act on previous complaints.

Proceeding from this basis, though, are many different definitions of cross-subsidization. The effect of these different definitions on discussions about and remedies for cross-subsidization are analyzed.
