Human resource management in European public services

Article Abstract:

An introduction to eight articles based on case studies that reported and analyzed new human resource management (HRM) practices in selected European public services. The articles cover topics like staff communication and consultation, job satisfaction, HRM reforms and organizational performance, learning and development, and public services as employers of choice. The modernization of public services or reforms highlights some ambiguities, tensions and contradictions that the public managers need to be address.

New directions in staff consultation and communication in the British Civil service and the Prison Service

The results of a research conducted on senior managers and trade union officials indicate that there is a sweeping change in the nature of partnership agreements, staff participation and communication practices in the British civil service and the prison service.
