Implementing public action: populist bureaucracy and program politicians

Article Abstract:

Beryl Bardin and Terry Cooper call for a public-action approach to public administration instead of the professional paternalism perspective favored in the first Minnowbrook conference. In line with their thinking, public administrators should be effective program politicians to be able to foster a bilateral dialogue with the public. Because this approach can help protect and nurture public administration as a profession, program politics should be introduced to the curriculum.

A critique of the design science approach to public administration

Article Abstract:

The application of design science to public administration practice contains a number of problems and negative implications for the field. Foremost among these is the relationship of design science to systems theory and its relationship with political theory. Although design science has the potential to be effective in public administration, there is still the need push design science beyond practical constraints and naive theoretical assumptions that limit its application.

Doctoral education in public affairs and administration: issues for the 1990s

Article Abstract:

The results of a 1990 survey of 60 National Assn of Schools of Public Affairs and Administration doctoral programs in public affairs and administration reveals six major issues that must be examined. Hiring patterns, increase in the population of doctoral students, quality of research, curriculum, number of part-time students and minority recruitment are indicated.
