Intergovernmental fiscal relations, 'Argentine style'

Article Abstract:

The two competing views about intergovernmetnal fiscal transfers, one emphasizing on the traditional neoclassical approach to federal-subnational fiscal relations is compared with the other that suggests that transfers are contingent on the political fortunes and political vulnerability of each level of government, to assess the explanatory power of both. Data from Argentina is used to test these models, and findings suggest that the decision makers in federal countries must pay close heed to the need to synchronize institutional reforms and fiscal adjustment.

Determinants of transposition delay in the European Union

Article Abstract:

The task of the member states of the European Union (EU) is to find a deliberate variety of methods to comply with their membership obligations with a new emphasis on benchmarking which recognizes that different implementation strategies can be beneficial provided the outcome is appropriate. The reason for member states not transposing European Union (EU) directives on time is explained by the complexities of EU directives, and the use of national legal instruments that include de facto veto players.

Taking actors' preferences and the institutional setting seriously: The EU Common Fisheries Policy

Article Abstract:

An explanation of the outcomes of the bargaining which dealt with allocation of total allowable catches and the application of the equal access principle, between the European Union (EU) member states about the settlement of the Common Fisheries Policy, is provided using a multivariate framework. A set of variables that can explain the preferences of national government representatives, preferences of the European Commission, and the institutional setting are identified by this conceptual framework.
