Article Abstract:

The creation of the International Criminal Court by the United Nations will likely proceed despite opposition to the plan by the US. Support of the court results from the increased number of war crimes committed in various countries and the lack of desire by the countries involved to prosecute individual offenders. The US wants an exemption for its personnel from the court.
