Performance-based management: responding to the challenges

Article Abstract:

Performance-based management aims to maximize the use of resources and information to realize agency and program success. This managing-for-results system is defined by goals and strategies that are agreed upon by concerned parties and measurement standards for performance quality. Applications of to the Coast Guard, the National Highway Traffic Safety Administration and the Chesapeake Bay Program indicate a need for more testing and research to fully evaluate the value and costs of such systems.

The evolution of assistance to grassroots organizations

Article Abstract:

The evolution of institutions is shaped by four aspects, namely, activities, intensity, accountability, and the formation of linkages among the grassroots of the organizations and its assisting institutions. These factors shape the evolution of institutions through their impact on assisting grassroots' organizations' influence or lack of influence on assisting institution decisions.

Social policy development is mainly limited in scope and incremental in its introduction given a government that is preoccupied with organizational reforms of the type that have been described as managerialism. However, eventually changes can be important, even if sometimes they are not understood as they should be.
