Planning: Lessons from the Ports

Article Abstract:

The National Ports Council was founded in 1964 and ended in 1982. Its purpose was to foster planning in Great Britain. The Council finally elected not to implement full-scale planning due to data collection problems, assessment difficulties for technological and economic changes and problems matching rational economic planning with short-run political concerns. The legislative beginnings of the National Ports Council are analyzed. Early on, the Council was directed toward planning to encourage investment in Britain's ports. The Council assembled huge amounts of data on various kinds of port traffic. Council statisticians were highly regarded, but some information gathering proved problematic. The actions of the Rochdale Committee and the Portbury Schemes are analyzed. Ports planning has been aggravated by a movement to nationalize ports.

The hard lessons of Cameroon

Article Abstract:

The emerging democracy in the French-speaking, sub-Saharan Africa country, Cameroon is in a tenuous state. Elections have been postponed and the freeing of the press and media has yet to occur. France still plays an active role in supporting Cameroon politicians, but authoritarian tendencies are becoming more prevalent on the political landscape. The history of democracy in Cameroon and its prospects for future survival are discussed.

Lessons from German counterterrorism

Article Abstract:

Vital lessons can be gleaned from the manner in which German democracy handled the new wave of terrorism that has threatened the country since 1977. Cooperation and a common resolve among democratic forces must be foremost during such critical periods.
