Policy making and the demonstration effect: privatization in a deprived region

Article Abstract:

Public policies, such as privatization of state-run eneterprises may be motivated by reasons other than what has been publicly announced. The privatization process undertaken to transfer ownership of shipbuilding firm Harland and Wolff PLC and engineering firm Shorts Group, both based in Northern Ireland, were examined to determine the real reasons for the change. Both companies were significant in the context of Northern Ireland's economics. The study concludes that the two companies were privatized for symbolic reasons. The government sought to show that dependence on public resources had to be trimmed down.

Article Abstract:

The privatization of UK industries caused changes within the UK government. Various departments lost their functions and there are clearer divisions between politics and government administration. There have also been changes and new ideas introduced as a result of privatization. New relationships have been forged between business and industry.

UK Home Secretary Michael Howard repealed the requirement that English and Welsh probation officers needed the professional social work qualification after two years of higher education. This change has caused the industry to lose its professional standing but there is still a great need for probation officers.
