Precursors to human resource planning in the public sector

Article Abstract:

Any form of planning whether it is called business, strategic, short- or long-term planning is vulnerable to flaws but is an activity organizations must do. It also applies to specific organizational functions including human resources (HR) management. Managers prior to creating a plan must first know themselves, which in itself is a rather vague process. A study provides some practical guidelines to this process by describing how one HR unit conducted a comprehensive needs assessment to 'know itself' prior to implementing a plan.

Learning from parallel organizational development efforts in two public sector settings

Article Abstract:

The organizational development (OD) intervention implemented in two post offices in the Norwegian Postal Service has resulted to workplace improvements. The implementation of OD intervention has increased the confidence of the employees in terms of handling works that are previously handled by other co-workers, such as establishment of action plans. It has also stimulated employees to participate more on work environment analysis through open dialogue and collaborative work.

Measuring organizational learning climate: a cross-national replication and instrument validation study among public sector employees

Article Abstract:

The authors discuss the results of their study of public employees to determine if attitude measurements, intended to indicate factors concerning organizational learning climate, are viable cross-culturally.
