Public administrators and policy legitimization: policy analysis, politics and power

Article Abstract:

Students of public administration must learn early in their studies the political forces which surround them, and on which they depend for their legitimacy. It is impossible for administrators to maintain an entirely neutral or objective zone for their activities. It is more likely that political realities will affect the degree to which they can do their job. Students should grasp the essentials of the political sphere, and should also learn to what degree their decisions are mediated by their own political beliefs.

Public administrators and policy analysis: beyond political science

Article Abstract:

Defining policy analysis as the study of implementation techniques rather than political science or history can lead to a more useful education for students. Administrators rarely find themselves in positions where policy analysis is useful, but often where an understanding of the techniques of policy decisions would be. Techniques should include decision-making theories, hypothesis testing, systems analysis, and cost, historical, political, ethical, legal, phenomenological, and financial analysis.

A difference that is not a difference

Article Abstract:

Those who teach public administration need to stress the similarities between the fields of policymaking, administration, analysis, and management. Students require a broad understanding of the way each field will impinge upon the other in real-life scenarios. Students also need to develop a broad understanding of the purposes behind policy implementation. Professors of public administration, who often hold degrees in fields other than administration, must take a holistic approach to the subject.
