Ready for Kosovo?

Article Abstract:

The future authority of the UN may depend on its ability to respond effectively as a peacekeeping and interim administration force in post-war Kosovo. Through the leadership of Secretary General Kofi Annan, the UN has been able to reform its Department of Peacekeeping Operations to anticipate and plan peace force operations. However, the UN lacks the financial support of the US, challenging its authority compared to NATO.

Article Abstract:

UN military interventions since the end of the Cold War have followed an inconsistent pattern. The US plays a key role in the UN's decisions. Its attention to crises forces other countries to define their attitudes more precisely. A formula for UN interventions would take the number of refugees into account, as well as the amount of media coverage of a crisis.
