Reform of the European Community's Generalized System of Preferences; a missed opportunity

Article Abstract:

The European Community's 1995 revision of its Generalized System of Preferences does not go far enough to help developing countries. The revisions covered industrial products, rules of origin and the preference system's structure, but two more changes are needed. Developing countries need full cumulation of origin without geographic restriction, and expanded benefit values. Total abolition of tariffs on developing countries would help their relations with developed nations.
