Reinvented USDA will fully back equal opportunity
Article Abstract:
The Clinton administration's new secretary of agriculture, Mike Espy plans to change the hiring and performance practices in the Dept of Agriculture so that more women and so-called minority people will benefit. Among the changes mandated are: evaluation of managers and supervisors as to how well they perform in the equal employment area, changing of the cumbersome employee complaint system, establishing an open environment for the airing of employee concerns, and changing the delivery of USDA programs so that those traditionally ignored will begin to benefit from them.

Foreign aid to Africa; what countries south of the Sahara really need is equal treatment
Article Abstract:
Nations in Sub-Saharan Africa need a larger share of US aid to support their struggle for democracy and to overcome their economic problems. The US gives only $1.12 billion in assistance to all Sub-Saharan African nations, as compared to twice the amount or $2.3 billion to Egypt alone and thrice the amount or $3 billion to Israel. The amount of aid that Sub-Saharan Africa will receive in 1992 will be even less than in 1991, causing organizations such as the Congressional Black Caucus and TransAfrica to lobby for more aid to these deserving countries.
