Revitalising organisations in developing countries: the case of an administrative training institute

Article Abstract:

An administrative training institute, unlike business organizations, has to use its existing resources because it is restrained from expanding its financial and manpower base. In developing countries, such a training organization is seen to be in dire need of revitalization because of its failure to positively influence national decision making. A direction towards reform would involve the hiring of appropriate faculty and ensuring that creativity is encouraged in the organization. The usual approach of target setting by an elite group of planners is not effective for this kind of organization. A more holistic method is required wherein team effort is fully harnessed.

Bureaucracy and bribery: a conceptual framework

Article Abstract:

Bureaucratic corruption pervades all societies. Bribery, or the abuse of a public position in exchange for material compensation, is analyzed in terms of cause, the existence of contributory and aggravating factors, frequency and extent. A framework is formulated that considers the act from different angles such as the involved parties, the corrupt act itself, the organizational setup and the social milieu.

Inside Chinese bureaucracy: civil service reform in the ministry of light industry

Article Abstract:

An analysis of civil service reform in China's Ministry of Light Industry is presented. The analysis focuses on the first two years of reform inthe Ministry, which manages 20% of the country's durable goods production. China has been implementing a western style civil service system to its ministries since 1987. It is shown that the reforms exhibited minimal impact toset competitive economic changes.
