Senate approves 'Nunn-Lugar II' to counter domestic WMD threats

Article Abstract:

The Defence Against Mass Destruction Act of 1996, also known as the Nunn-Lugar ll, has been approved by the senate. The legislation aims to bolster US response to the use of lethal weapons on US territory and to prohibit their passage across the country. Nunn-Lugar ll also aims to strengthen US policy on non-proliferation and sustain efforts to denuclearize the erstwhile Soviet Union. The bill approves separate funding provisions for the Department of Defence and the Department of Energy in order to implement the project.

NATO strikes against Yugoslavia cloud U.S.-Russian arms control

Article Abstract:

Prime Minister Yevgeny Primakov cancelled a visit with Vice President Al Gore in Washington, dramatically emphasizing Russian anger over NATO air strikes against Yugoslavia. Primakov asked the Duma to postpone its consideration of the START II treaty. However Russian Atomic Energy Minister Yevgeny Admov and US Energy Secretary Bill Richardson did sign an agreement for the implementation of the 1993 HEU accord, whereby the US will purchase Russian low-enriched uranium.

Lugar cites CTR progress, calls on US for more aid

Article Abstract:

Senator Richard Lugar has returned from a mission to Ukraine and Russia and has called for more US aid to Russia as part of the Cooperative Threat Program (CTR). The economic problems of Russia threaten to undermine the CTR program, which has achieved progressin arms control. Russia may be unable to fund parts of this program due to that country's serious economic problems. The CTR program has received $2.7 billion from Congress since it was established.
