Senate committee approves NMD bill mandating deployment by end of 2003

Article Abstract:

The bill titled 'National Missile Defense (NMD) Act of 1997' requiring the creation of an NMD system for the US by 2003 was approved by the Senate Armed Services Committee due to the need for an immediate and necessary safeguard against missile threats from foreign countries. The committee's Democratic members disagreed, pointing out the need to consider the actual cost and effectivity of an NMD system and a setback effect on ongoing and future nuclear arms reductions with Russia. The Democrats also downplayed the possibility of a missile attack against the US.

Resolution conditions, declarations highlight Senate concerns

Article Abstract:

The US Senate approved the resolution of confirmation of START II on Jan 26, 1996 by a majority vote. The resolution consists of 8 conditions which are binding, and 12 declarations which are nonbinding. One of the conditions requires that the US does not have to enact any changes to Anti-ballistic Missile Treaty (ABM). Other conditions specify details about financial obligations, space vehicles, verification and implementation. None of the resolution's conditions or declarations are dependent on Russian action.

Clinton set to submit CTBT to senate; Japan ratifies

Article Abstract:

The effectivity of the Comprehensive Test Ban Treaty depends on the ratification of 44 states. Japan is the first to sign the treaty while UK and the US will follow. The expected signatories are composed of five declared nuclear weapon states, three 'threshold states' and 36 other states which are members of the UN Conference on Disarmament who are also recognized as possessing nuclear power and research reactors.
